财经新闻深入探索创新普惠金融的财经改革试验区
在金融改革试验区,普惠金融的发展取得了显著成效。通过创新金融产品和服务,小微企业和个体工商户得到了资金支持,为提升实体经济服务质量打下了坚实基础。记者走访浙江台州、福建宁德等地区,深入了解了普惠金融的具体运作。
在四川彭州敖平镇鹤泉村,一位名为陈智刚的村民通过“农贷通”平台获得了中药材种植所需的200多万元资金。他曾因资金短缺而犯难,但随着“农贷通”的推出,这样的问题被有效解决。“农贷通”平台不仅提供低利率还贴息的贷款,还帮助农户建立起资产负债表融资模式,使银行能够更好地了解农户需求,从而增加信用的发放。
中国人民银行四川省分行营管部负责人介绍,完善顶层设计是成都普惠金融改革的一大经验。从设计到搭建,“农贼通”平台始终坚持政府与市场相结合的工作思路。政府牵头,建立了一套财政与金融供给与需求匹配机制。
首先,完善组织体系。在“农贸通”平台搭建之初,就由成都市财政局等部门成立联席会议协调解决问题,将18个部门间数据壁垒打通。此外,还有完善财政金融支持政策,对涉农项目按同期市场报价利率分别给予100%、50%、30%贴息支持,并对参与普惠金融业务的机构实施风险分担政策。
畅通协作机制,加强政策合力。一系列数据显示,“农贸通”平台入驻77家机构发布712个产品累计放款4.99万笔总金额590.65亿元。此外,在浙江台州路桥区新桥镇种植“红美人”柑橘的一家公司,由于综合评估其情况及信用信息,被银行授信500万元,这比2019年发放额度增长2.6倍。
国家监管总局台州监管分局统计信息与风险监测科科长童渊提到,他们开始探索监管评价体系变革,从看哪些地方做不好转向关注哪些地方做得好,以激励引导各机构找到定位目前已形成城商行、小微+科技、小微+绿色差异化发展格局。
在福建福鼎素以白茶之乡闻名,不少经营主体因缺乏抵质押物或信息不对称无法融资。在当地有关部门支持下,福鼎市农村信用合作联社建立白茶大数据溯源平台,让茶园信息一目了然,并开发出茶园信息贷、茶青流水等产品,有助于盘活农业生产要素流转服务中心负责人王莹表示,该市11家金融机构基于资产类要素、权证类要素等开发63个产品授信总金额接近62亿元相关探索提升了农业生产要素流转水平并促进了市场化水平提高
2023年6月台州银行向环保产业园授信2000万元以改造污水处理厂,与此前同类型下浮约30%,这主要归功于"微绿达"绿色识别工具。该产业园是省级污水零直排示范园区,以此为依托降低利率激励企业绿色转型
为了解决银企之间信息不对称问题,台州市建设了一套共享信用信息系统汇集36个部门340大类4000多细项,以及91万余家的4.77亿条信用记录升级至数智金融服务平台广受欢迎

In Xiapu County of Fujian Province, a fisherman named Ye Yafang has benefited from the "sea credit fishing zone". She used to purchase sea cucumber seedlings from Dalian at a cost of 50 million yuan, but thanks to the loan provided by the local agricultural bank, she was able to expand her business scale.
The creation of these zones has enabled financial institutions to better understand the credit situation of fishermen and are more willing to provide loans. By 2023-end, there were over 10 thousand borrowers in six such zones in Xiapu County with outstanding loans totaling nearly 300 million yuan.
China People's Bank NINGDE Branch Deputy Director Zhang Huiling said that the establishment of these zones began with building up records for fishermen and collecting information about them, making it easier for financial institutions to understand their creditworthiness. This has led to an increase in lending for small businesses and individuals engaged in agriculture or fisheries.
Through these initiatives, financial inclusion is being promoted across different regions while ensuring that risk management practices are soundly implemented so that both lenders' interests are protected while fostering sustainable growth among borrowers.
